Report says Poland spent €25 billion on aid to Ukraine in 2022-2023

Poland provided the equivalent of EUR 25 billion in aid to Ukraine and its citizens in 2022 and 2023, according to a government report released on Thursday.

The report, compiled by the Council for Cooperation with Ukraine operating out of the Polish Prime Minister’s Office, details Poland’s humanitarian, economic and military assistance since the start of Russia’s full-scale invasion.

"This can be described as a documentation of a humanitarian uprising by Poles, who simply acted as needed in a moment of trial," said Paweł Kowal, head of the council.

He said the report was meant “for history, but also as an argument in contemporary debates.”

The document says that Poland’s mobilization, particularly during the first three weeks of the invasion, was crucial for Ukraine’s ability to defend itself.

Of the total assistance, valued at PLN 106 billion, humanitarian and economic aid was estimated at PLN 90 billion.

Military deliveries between 2022 and 2024 included 318 tanks, 586 armoured vehicles, 137 artillery systems, 10 Mi-24 helicopters and 10 MiG-29 fighter jets, the report said.

Much of Poland’s assistance came not only from the government but also from individuals and NGOs.

Poland ranked third globally in aid to Ukraine in the 2022-2023 period, according to the report, after the United States, which provided EUR 68 billion, and Germany, with EUR 33 billion.

According to the Polish Economic Institute, a Warsaw think tank, 77 percent of Poles were involved in helping refugees, while 7 percent hosted Ukrainians in their homes.

Kowal, who also chairs the Polish parliament’s Foreign Affairs Committee, has previously described the Polish response as a collective national effort comparable in spirit to past national uprisings.
